Public Hearing
Prior to the Committee of the Whole Meeting, Riverview Town Council considered the proposed rezoning of PID 010321244 From NC (neighbourhood commercial) to R3 (multiple unit dwelling) to permit a four-unit plus office mixed used building to be converted into a five-unit multiple unit residential building.

CORRESPONDANCE
- Notice of Decision from PAC by Lori Bickford, RPP, MCIP – Planning Manager/Planner with Plan360 which supported the rezoning of PID 010321244 to allow for the conversion of the ground floor office space into a 5th apartment.
PETITIONS, PRESENTATIONS, & DELEGATIONS
- Presentation by Jennifer Brown, Associate at Dillon Consulting Limited with an update on the Municipal Plan Review Consultation. Public engagement through the online survey, public open houses, developer focus group and interviews, and plan review committee, resulted in seeing the consistent themes of housing affordability & availability, sustainable growth, municipal services and infrastructure, and town character and community identity. Next steps will include a first draft of the Municipal Plan by end of 2024, with zoning by-law work beginning early 2025. Future public consultations will occur in the spring.
- Presentation by Chief Robin R. True on the Emergency Response Plan & Mutual Aid Agreement. Moncton, Dieppe, and Riverview currently have a mutual aid agreement that is looking at an expansion in the number of partners. This would involve eighteen municipalities from across Albert, Westmorland and Kent counties, and could consist of vehicles, equipment, or staff. A strong regional emergency aid agreement helps ensure access to resources in a time of critical need. This agreement would be the largest of its kind in NB, demonstrating a commitment to public safety by each signatory.
EXTERNAL REPORTS
- Building and Planning – Building Permit Reports and the Development & Activity Reports for the month of September 2024 were shared.
- The Codiac RCMP shared their snapshot for the month of September 2024.
DEPARTMENTAL REPORTS
- All departments shared their reports for the month of October 2024
- Highlights include 50+ expressions of interest and 5 applications for the Housing Accelerator Fund Garden & In-Law Suite Development Grant, and 2 applications and 20+ expressions of interest in the new Housing Accelerator Fund Affordable, Barrier-free, and 3-bedroom unit development grant.
- Harvest Fest Family Fun Day was a well-attended event, with 744 cobs of corn enjoyed by attendees.
- Upper and Lower ice surfaces at the Byron Dobson arena are fully operational.
- The Public Safety Town Hall with the RCMP had approximately 80 attendees with another 80 watching online live or within 24 hours of the event.

- Council recommended to adopt Policy #01-04-3500-39 Virtual Meeting Guidelines Policy.
