Council Highlights – April 14, 2025

Regular Council Meeting – April 14, 2025 

ADOPTION OF THE MINUTES  

  • Regular Council Meeting – March 10, 2025 
  • Committee of the Whole Meeting – March 24, 2025 
    • Councillor Johnson proposed an amendment to rephrase a section of the minutes to stipulate “it was decided” that the Deputy Mayor would not be entitled to vote when taking over as Chairperson. Council was advised by staff that amending minutes should be reserved for minor edits to errors such as spelling or omissions, rather than phrasing changes. The motion to amend was carried 4-3.  
    • Council approved the minutes as amended 6-1. 

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE 

  • Council approved the 2024 Audited Financial Statements.  
  • Council approved the appointment of Baker Tilly as auditors for 2025. 
  • Council approved a proposed amendment to the conditional zoning agreement for Dobson Landing.  
  • Council approved the 2025 Sports Wall of Fame Inductees.  
  • Council approved the following grants: 
    • Indian Cultural Association of NB in the amount of $500 
    • MAGMA in the amount of $5,000 
    • Greater Moncton Music Festival in the amount of $500 

BY-LAWS 

  • Council passed the second reading, by section only, and third reading, by title only, to By-Law 300-25-36, A By-Law related to local improvements in the Town of Riverview (Garland Drive).  
  • Council passed passed the second reading, by second only, and third reading, by title only to By-Law 300-25-37, A By-Law related to local improvements in the Town of Riverview (Pinegrove Drive).  
  • Council passed passed the second reading, by second only, and third reading, by title only to By-Law 300-25-38, A By-Law related to local improvements in the Town of Riverview (Vernon Avenue).  
  • Council passed passed the second reading, by second only, and third reading, by title only to By-Law R300-20-01, A By-Law related to recreational areas in the Town of Riverview. 

NOTICE OF MOTION  

  • Introduction of Notice of Motion by Deputy Mayor S. M. Gouzoules to amend the Procedural By-Law 100-10-05 regarding Voting Rights when the Chair is Vacated.  
  • This motion proposes to revise the By-Law so that the Mayor does not cast a vote except when breaking a tie. This would mean that when the Mayor chooses to vacate the chair to participate in debate, this will no longer confer a right to vote on the motion or resolution under discussion. Council will discuss this motion to change the procedural by-law at the April 28 Committee of the Whole Meeting.  

NEW BUSINESS 

  • Council received a Strategic Plan Update as information. 
  • The summary is a high-level overview as of the end of December 2024, to advise on what departmental initiatives have been actively worked on, and what initiatives are future year projects. All objectives and actions fall within one of the Town’s five strategic themes of an Active & Engaged Community, Building a Sustainable Community, A Safe and Inclusive Community, a Thriving Community, and Service Excellence. The year-end update will be incorporated into the next Annual Report document, once finalized.  
  • The following tenders were awarded: 
  • Tender 25-57 - Vernon Ave., Pinegrove Dr., and Garland Dr. Street Reconstruction to Carson Development Ltd. in the amount of $2,288,475 plus HST. 
  • Tender 25-67 - Replacement of Underground Duct & Wiring for Street Lights to Roadway Systems Limited in the amount of $93,137.50 plus HST. 
  • Tender 25-90 - Sussex Ave. Water Main Renewal to Birch Hill Construction Ltd. in the amount of $1,617,576.00 plus HST. 
  • Tender 25-91 - Grandhill Dr. Water Main Renewal to L.C.L Excavation (2006) Ltd in the amount of $397,550.00 plus HST. 
  • Council Appointed the Supervisor of Municipal Facilities & Assets, Martin Dube, as the alternate EMO Director.  
  • Mayor LeBlanc appointed April Saulnier, and reappointed Dr. Susan Malone and Cathy Beardsworth to the Animal Control Appeal Committee.  

COUNCIL STATEMENTS & INQUIRIES 

  • Councillor Blackstock commented on the great turnout and energy for this year’s MapleFest. Congratulations to Parks & Recreation staff on a wonderful weekend event.
